Dr N. Bhaskara Rao

Dr N. Bhaskara Rao is uniquely qualified to write this book. For over 60 years, he has been fascinated with elections at different levels from village panchayat to Parliament and studying the process of Parliamentary democracy. His insights on poll campaigns are based on his involvement with 17 general elections in different capacities, mostly as a researcher.

He was in the panel of 20 eminent persons with whom the then Lok Sabha Speaker, Somnath Chatterjee, organised a Speaker’s Roundtable (2008). With postgraduate degrees from two Indian and two US universities, Dr Rao has analysed and written extensively on public policies and poll politics.

He has founded half a dozen research institutes that have gone on to earn national repute. He is credited for reviving social audit in public services (1995-2007).
